Hi Russ, I have a Citroen C6 which is a slightly older design than the C4 Picasso but it does have an electric parking brake. Inside the glovebox beneath the liner there is a tape which can be pulled in an emergency to release the handbrake. If the Picasso has similar then it would be detailed in the manual.
