Its not a bug, it’s intentional. In settlements your horse can’t gallop. Out in the open your horse goes a lot faster, so it’s best to avoid crowded areas. I really can't imagine this is intentional. I'll be out exploring in a cave, and he'll run up some steps, and then when he gets to the top he'll slow to a crawl for 3 seconds then

When I use WASD I can sprint at full speed but when I use the controller I move at about 75% speed. I have recalibrated my Xbox controller using Windows 10 Game Controller and it did not solve the issue

Itwill allow you to use a devastating overpower attack at the beginning (!) of a fight, which will end most fights on the spot. It even ignores shields if you use a regular sword, a heavy axe or a spear. when an enemy does not have a shield, lead with a light attack and time it so that you get the first hit in. XFNFh.
